COP30, Belem, Brazil
19 November • 9:30-11:00 (local time)
Indonesian Pavilion and online
Hosted by Indonesia and France, co-chairs of the Coal Transition Commission

Across the world, power systems are undergoing a fundamental shift as falling costs of solar, wind and storage technologies, rising electrification, and the need to cut emissions transform how electricity is produced and consumed. For many countries, this means modernising power systems and transitioning away from unabated coal toward cleaner sources, with benefits including lower emissions, cleaner air, and more reliable, affordable energy.
In emerging economies, where coal still represents 44% of the electricity mix, are making notable progress but continue to face challenges in accelerating the transition, meeting growing energy demand with clean power, creating viable economic alternatives for coal-dependent communities, and managing a young, profitable coal fleet. These conditions make coal-to-clean replacement complex, even as economic trends and regulations increasingly favour clean technologies.
The CTC was established by the governments of France and Indonesia to bring together governments, public and private finance, technical bodies and initiatives to develop solutions to these challenges. During this event, the CTC will launch two new reports: “From Flex to Phase-Out”, and “Growing the Pipeline of Coal-to-Clean Projects”, which build on last year’s publication “Accelerating Coal-to-Clean Energy Transitions”. These reports outline practical steps to enable earlier retirement and greater system flexibility. The event will present key findings from the reports and share lessons from early transition projects across the region.
Participants will explore actions to create enabling conditions for coal retirement and flexibility, identify near-term opportunities to scale up solutions, and examine pathways to advance the finance mechanisms needed to unlock coal-to-clean transition projects.
