Secretariat

OUR STRUCTURE

The PPCA is co-chaired by the Canadian and UK governments. The Secretariat team supports the co-chairs and alliance members in their efforts to advance the PPCA’s objectives. They do this through engaging members, maintaining partnerships, producing communications and conducting outreach.

The Secretariat team is hosted by two of its partners, E3G and the Pembina Institute.

Julia Skorupska

Head of Secretariat

Julia Skorupska joined the PPCA Secretariat in November 2022. Her background is in diplomacy. She worked for the UK Foreign, Commonwealth and Development Office from 2008-2022. Her most recent posting was as Political Counsellor and Development Director in the British Embassy in Cairo. She has also been posted to China and worked on South Asia and the Middle East.

Chris Radojewski

Programme Manager

Chris Radojewski is Programme Manager with the PPCA Secretariat leading on diplomacy and engagement strategy with both governments and the private sector. Chris has significant experience working in intergovernmental and international relations across a variety of areas including trade, energy, and the environment. He previously worked for the Government of Alberta in both federal and Canada-U.S. relations, as well as investment strategy. He holds a master’s degree in international relations. Chris is based in London, UK.

Helena Gray

Network Coordinator

Helena joined as the PPCA's Network Coordinator in August 2022. In this role she will work with the Alliance's network to leverage and amplify the expertise and experiences of its members in coal phase out efforts. Helena previously worked at Carbon Tracker Initiative and is currently completing a master's degree at King's College London in Climate Change: Environment, Science and Policy.

Caitlan Read

Secretariat Coordinator

Cait oversees the Secretariat’s internal processes including financial reporting, resource management, and event support. Prior to joining the PPCA Secretariat, Cait lived in the Netherlands where she worked for the Platform for Accelerating the Circular Economy and the Hague Journal of Diplomacy. Cait holds a BSc from LSE and an MSc in International Relations & Diplomacy from Leiden University. Cait enjoys dancing, hiking, and baking.

Lorane Collignon

Programme Officer

Based in Berlin, Lorane Collignon joined the PPCA as the new programme officer working on non-OECD engagement in August 2022. Before joining the PPCA, Lorane was working at the International Energy Agency on the India Programme. Lorane holds a MA in International Energy from Sciences Po Paris and a bachelor’s degree from the University of Aberdeen. In her free time, Lorane likes to play field hockey.

Callum Mason

Communications Officer

Callum joined the Secretariat in early 2024. He's worked on environmental communications and campaigns for the last five years. Starting as a student activist, then working with The Climate Coalition and Reboot the Future. He focuses on the PPCA's digital communications. Callum holds an MA in Philosophy and Anthropology from the University of St Andrews. He's currently based in London.

PPCA Declaration

The PPCA Declaration was launched on 16 November 2017, at COP23 in Bonn. It sets out our collective commitment to accelerate the transition from coal to clean energy. We commit to achieve that phase-out in a sustainable and economically inclusive way, including appropriate support for workers and communities. We will also encourage our peers to join us in the Powering Past Coal Alliance to build a better world for our kids and grandkids.
