STEP 1

EXPLORE THE PPCA

The Powering Past Coal Alliance (PPCA) is the world’s leading coalition of governments and businesses working to accelerate global coal phase out. To meet the Paris Agreement, analysis shows that phase-out of unabated coal is needed no later than by 2030 in the OECD and EU, and no later than by 2040 in the rest of the world. Our membership continues to grow, reflecting the increasing significance and impact of our work.

STEP 2

SET YOUR GOALS

Joining the PPCA means committing to take concrete action as a national or sub-national government, utility, business, or industry institution to achieve the phase out of unabated coal on timelines aligned with the Paris Agreement.

We therefore encourage all members to endorse the PPCA Declaration.

Government members commit to phasing out existing unabated coal power generation and to a moratorium on any new coal power stations without operational carbon capture and storage, within their jurisdictions.

Business and other non-government members commit to powering their operations without coal.

All members commit to supporting clean power generation through their policies (whether public or corporate, as appropriate) and investments, and to restricting financing for unabated coal power generation, i.e. without carbon capture and storage

National Governments

We encourage all national governments, as they join the Alliance, to endorse the PPCA declaration.

For national governments that are not in a position to endorse the PPCA declaration and may need additional support, we also welcome national governments to join if they can commit instead to:

  • stop building new unabated coal plants domestically
  • stop providing international finance to unabated coal
  • set a phase-out date for unabated coal
  • align policies with the Paris Agreement goal to limit global temperature rise to well below 2°C, with efforts to limit it to 1.5°C.

Subnational Governments

Subnational government members of the PPCA commit to using all policy and regulatory levers under their authority, and to encouraging national governments, other subnational governments and businesses in their respective countries to phase out unabated coal power: by 2030 in the OECD and EU, and by no later than 2040 in the rest of the world.

PPCA Declaration

The PPCA Declaration was launched on 16 November 2017, at COP23 in Bonn. It sets out our collective commitment to accelerate the transition from coal to clean energy. We commit to achieve that phase-out in a sustainable and economically inclusive way, including appropriate support for workers and communities. We will also encourage our peers to join us in the Powering Past Coal Alliance to build a better world for our kids and grandkids.
