Coal Transition Commission
The Coal Transition Commission is the flagship forum for developing solutions to the challenges of coal transition in emerging economies. Co-chaired by the governments Indonesia and France, it brings together governments, public and private finance to develop practical recommendations and guidance – turning commitments into implementation.
The CTC’s three reports – on accelerating coal-to-clean transitions, scaling the pipeline of retirement projects, and the role of coal flexibility – provide evidence-based tools for governments, utilities and financiers navigating the transition. Country partnerships, peer exchange and direct connections to finance and technical support sit at the heart of how the CTC works.
Implementing the Plan to Accelerate Coal Transitions
No New Coal
At COP29, 26 countries and the EU launched the No New Coal Call to Action – committing to national climate plans that reflect no new unabated coal and calling on others to do the same. The economic case is clear: renewable energy is now the cheapest option for new generation in almost every country, and the global coal power pipeline has already declined by nearly 60% over the last decade.
The PPCA supports the diplomatic campaign behind this commitment – a No New Coal commitment is one of the key steps to help governments signal credibility to investors and strengthen their competitiveness as clean energy economies. This call to action is building the international momentum needed to make No New Coal the global norm.
Private Finance
Shifting private finance away from new coal and toward coal transition is one of the most powerful levers available to accelerate the transition. The PPCA works with financial institutions – including banks, insurers, asset owners and managers – to develop and implement robust coal transition policies, build confidence in early retirement investments, and direct capital toward the coal-to-clean projects that emerging economies need.
The PPCA’s Finance Principles, updated in 2024, provide a practical framework for financial institutions taking action on coal transition – helping them move from net-zero commitments to concrete, investable decisions.
Decarbonisation Twinning Initiative
The Decarbonisation Twinning Initiative – a collaboration between the Southeast Asia Energy Transition Partnership (ETP) and the Powering Past Coal Alliance (PPCA) – is a pioneering effort to facilitate dialogue between subnational governments looking to accelerate the phase-out of coal power.
